San Bernardino Police Chief Burguan Next City Manager

As 2015 comes to a close, San Bernardino will prepare for new leadership under a new city manager in 2016. The City Council recently approved the appointment of Police Chief Jarrod Burguan as the Interim City Manager from Jan. 1, 2016 until early February 2016. After the interim period, Mark Scott, Burbank’s current City Manager, will take over the city manager position. The Council unanimously approved the execution of an employment agreement between the City of San Bernardino and Mark Scott as City Manager that will commence on Feb. 8, 2016. “I am confident that this decision will help stabilize the City as we transition between management and continue forward with the implementation of San Bernardino’s Recovery Plan,” Mayor Carey Davis said. “Both leaders exhibit the ability to properly lead the organization toward achieving the goals set in the Recovery Plan.” Mark Scott has served in the city management profession for more than 35 years. He served as Burbank’s City Manager for approximately two years, served as Fresno’s City Manager for three and a half years, and was the longest tenured city manager in the City of Beverly Hills’ history. Mr. Scott received his undergraduate degree in Political Science from Fresno State University, and an MBA from the Stanford University Graduate School of Business. He currently resides in Burbank, but will move to San Bernardino to immerse himself in the San Bernardino community. He describes himself as an accessible manager who enjoys participating in the craft of community-building and the role of facilitating partnerships. Chief Jarrod Burguan has been with the San Bernardino Police Department since January 1992. He has worked in, supervised, or commanded units in every division of the Department. As the Chief of Police he is directly involved in the day-to-day operations of the Department and has supervisory responsibilities over several units in the department to include Professional Standards, Information Technology, and Crime Analysis. Chief Burguan has earned a Masters Degree in Management from the University of Redlands, he is a graduate of the Senior Management Institute for Police (Police Executive Research Forum - Boston University, 2012) and POST Command College (Class of '53), he also holds a POST Management Certificate.
