CSUSB Names New Vice President for Administration and Finance

Douglas Freer has been named Cal State San Bernardino’s new vice president for administration and finance and chief financial officer.
Freer, who is currently the VP of Student Affairs at Cal Poly Pomona, will join the campus on Aug. 18. He will replace Robert Gardner, who announced his retirement earlier this year, said CSUSB President Tomás Morales.
Morales praised Gardner for his dedication and service to the university.
“Bob’s leadership of the Division of Administration and Finance has been exemplary through five of the most volatile budget years in CSU history,” Morales said. “He deserves our collective thanks and appreciation.”
According to Morales, Freer, whose CSU career spans 24 years, currently oversees a $48 million budget that includes university housing services, enrollment management, university police, intercollegiate athletics, parking and transportation, fiscal management, human resources, technology and information systems, and capital/organizational planning.
“During his time at Pomona, Doug has led the planning and construction of an extensive number of capital projects to meet the needs of students,” Morales said. “These projects have included new residence halls, student recreation center, a parking structure, a police and public safety station, numerous dining facilities, a student life quad, roadway improvements, ADA modifications and parking lot expansions.”
Freer was recently awarded the Excellence in Educational Administration award by the Inland Valley News. Also, his division at Pomona was named one of the “top 30 most promising places to work” by the American College Personnel Association and Diverse Issues in Higher Education.
Freer holds a doctoral degree from the University of California, Los Angeles, a master’s degree from Cal State Long Beach and a bachelor’s degree from Adelphi University in New York.
