San Bernardino County Launches MyChart and New Patient Records System to Improve Access to Healthcare

Anyone who has visited more than one healthcare provider understands how complicated medical information can become.

A patient may receive laboratory testing at one location, treatment at another and follow-up instructions from a different healthcare professional. Keeping track of appointments, medical records and communication can become a challenge, particularly for families managing several healthcare needs.

San Bernardino County's Department of Public Health has taken a significant step toward improving that experience with the launch of Epic Community Connect and MyChart.

The department announced October 8 that it had successfully implemented the electronic health records platform through a partnership with Arrowhead Regional Medical Center.

The transition represents the culmination of a multiyear effort that began in 2023.

Epic Community Connect provides participating Public Health services with an integrated electronic health records system designed to support patient care and improve access to information.

MyChart adds a secure online patient portal intended to help patients access health information and remain connected with their care teams.

The changes are designed to address a longstanding challenge in healthcare: making sure relevant information is available to the professionals and patients who need it.

When medical records are difficult to access or separated across different systems, coordination can become more complicated.

Integrated digital systems may help reduce administrative obstacles, although the benefits depend on how effectively the technology is implemented and used.

For the community who receive services through county Public Health programs, the transition could make interactions with participating healthcare providers more convenient.

The department's announcement does not establish that every county healthcare provider or outside medical practice now shares a single record system.

Instead, the launch applies to the participating Public Health services connected through the new implementation.

The distinction is important because healthcare technology improvements often occur in stages.

The county described the transition as a major collaborative undertaking involving staff from clinic operations, revenue services, California Children's Services, Enhanced Care Management, community health workers, communicable disease programs and administrative departments.

Arrowhead Regional Medical Center provided the technical platform, system development, training and implementation support.

Janki Patel, acting director of Public Health, said the new tools are intended to improve the experience of patients and families served by the department.

The collaboration also reflects the increasingly important relationship between medical care and information technology.

Modern healthcare involves large amounts of information, from laboratory results and treatment histories to referrals and follow-up care.

Managing those records securely and efficiently is an important part of supporting patients and healthcare professionals.

For families, online access to health information can provide another way to stay informed and communicate with care teams.

The value may be particularly noticeable when patients are managing ongoing conditions or coordinating care for children and older relatives.

At the same time, access to digital tools must be considered alongside the needs of residents who have limited internet access, lack familiarity with patient portals or prefer communicating directly with healthcare staff.

The county has not presented the technology as a replacement for personal medical care.

Rather, the systems are intended to support the professionals providing that care and make information more accessible to patients.

The October launch also represents a significant operational milestone for Arrowhead Regional Medical Center, which is serving as the host for its first Epic Community Connect site.

For San Bernardino County, the project demonstrates how cooperation between public agencies can produce improvements that individual departments may find difficult to achieve independently.

As healthcare continues evolving, patients will increasingly encounter digital systems alongside traditional appointments and clinical services.

The success of those systems will ultimately be measured by how well they support people seeking care.

For the community, the goal is straightforward: a healthcare experience in which important information is easier to access, care teams can coordinate more effectively and patients have greater opportunities to participate in decisions affecting their health.

An October City announcement draws attention to an everyday household practice with benefits for food budgets, kitchen safety and the environment. A basket of fresh produce can represent a week's worth of meals, the results of a successful backyard harvest or an unexpected bargain at the grocery store. Yet without proper storage, even the freshest fruits and vegetables can spoil before a family has an opportunity to use them.

An October announcement highlights how investigative technology and cooperation among law enforcement agencies can help solve crimes affecting Grand Terrace neighborhoods. For residents of Grand Terrace, home is more than an address. It is where families gather, children grow up and neighbors build relationships over many years. When a residential burglary occurs, the effects can extend beyond the property taken or damage caused. A crime inside someone's home can undermine the sense of security that makes a neighborhood feel safe.

The rumble of a commercial truck passing through a city can represent two very different things. For a business awaiting a delivery, it may signal the arrival of essential supplies. For residents living near a busy roadway, it may raise concerns about traffic, noise and safety. In Grand Terrace, finding a reasonable balance between those interests is at the center of an ongoing transportation planning effort.

A city is often judged by what residents experience every day: the condition of its streets, the reliability of public services, the availability of recreational programs and the ease of obtaining information from local government. Behind those everyday experiences are departments and employees whose work rarely attracts national attention.
