West Valley Water District (WVWD) celebrated the groundbreaking of the Bloomington Phase 3B Water Infrastructure Improvement Project, marking the final phase of a long-term effort to modernize aging water infrastructure and improve water service, reliability, and fire protection for the Bloomington community.
The project is supported in part by $2 million in financial assistance from the U.S. Environmental Protection Agency (EPA) through a Community Grants Program Assistance Agreement, secured with the support of Congresswoman Norma Torres. The Bloomington Phase 3B Project addresses decades-old water infrastructure challenges by relocating water infrastructure into public street rights-of-way and upgrading aging pipelines and fire hydrants. The project will increase fire flow capabilities, improve water system reliability, strengthen infrastructure resilience, and enhance public safety for Bloomington residents.

For decades, fences, buildings, and other obstructions constructed in Bloomington's alleyways have limited the District's ability to maintain and repair aging water infrastructure. In response, WVWD launched a multi-phase initiative to relocate water facilities into public street rights-of-way, improving accessibility, operational efficiency, and long-term system resilience.

Supported through EPA Community Project Funding, the project reflects the importance of federal partnerships in delivering critical infrastructure improvements that enhance water reliability, strengthen fire protection, and ensure safe, dependable water service for Bloomington residents.
